We finally found a solution. If you want to print from USB please remove the SD card.
It turns out if you have the SD card inserted while printing from USB, the Z offset is cleared out. We tried this on several machines and from Cura 2.7, Cura 3.03, Cura 3.04 and Simplify3D 4.0

Lol. I suppose that makes sense. Thanks for checking. I'll see if I can figure out whats wrong with the rest. It's hard since on my end even when testing your permissions things appear to be fine. We've had a series of reported broken links where people simply had not signed in.
Are you logged in? You will only see download links for certain files if you are logged in. These files are represented in the legend. I just tested out your username permissions and I can see the download link fine.
