Heated Bed controller not working properly

I bought this a while back and it worked great a couple of times. I then didn't use it for a few months, and now it beeps and flashes between the temp and an L now on power up. I can kill the alarm and set a temp but it never heats, just stays at ambient. Ideas? (video attached)

You may have reset it somehow. Try holding down the set button, the go to HC and hit set and make sure it is on H not C.
