Level Printer Bed?

In the "Level Printer Bed" section of the assembly and calibration instructions, there is step 1 and step 3 - but no step 2.

Step 4 says: "Repeat steps 2-3 a few times to ensure extruder is level left to right."

What is step 2? Is a step missing, or is this just a typo?

Without looking at the manual, the jist seems to be to move the nozzle around the print bed to make sure it is a uniform height from the printbed everywhere. Use a piece of paper or business card between the nozzle and bed, you should be able to pull it out, but barely, and should encounter the same resistance everywhere. I would do this at the 4 corners and at the center.
